Linda-a-Velha Interconnection and Colocation Centre (LDV - ICC)


This project will create a new West European interconnection centre for very high-speed intercontinental satellite and submarine communication systems with pan-European networks.

What will it provide?

This project will provide a new interconnection hub for satellite, submarine and terrestrial international connectivity in Portugal, specifically in the Lisbon metropolitan area, as a strategic position on the North and South Atlantic, Mediterranean and Western Europe axes, where Cable Landing Stations (CLS) and Satellite Teleports are located. This will:

  • Strengthen the submarine connectivity from the Atlantic and Mediterranean Corridors;
  • Expand international connectivity to new satellite platforms;
  • Attract traffic exchange to an EU Member State rather than in the UK, namely for data coming from or going to Africa and the Americas;
  • Enhance Portugal as portal to Europe from the Atlantic Submarine Capacity, allowing data to travel to or from other points in Europe, via Spain and France.

How will it work?

The project will implement an open and carrier-neutral, 300 km2 and 1,3MW interconnection point where players from the ICT industry can co-locate and interconnect their networks inside and to the outside of the facility. This ultra-capillary network is directly connected to all telecommunication infrastructures, including the submarine cable landing stations in Carcavelos, Seixal, Sesimbra, Sines, Madeira and Azores archipelagos, the satellite communications teleport in Sintra, data centres in the regions of Lisbon, Porto, Covilha and Sines and to Madrid, London, Marseille and several countries in Western Africa.

How will it be built?

The project will take advantage of existing infrastructure in the Lisbon metropolitan area, and carry out the following:

  • Refurbish a building with co-location rooms for equipment;
  • Upgrade the power, heating, ventilation and air conditioning (HVAC) and security installations;
  • Implement the management systems;
  • Obtain the facility and service certifications.

How is it financed?

The Linda-a-Velha Interconnection and Co-location Centre project has a total budget of €2.4 million, of which €718 thousand funded under the Connecting Europe Facility (CEF) Digital programme
