Call for Proposals: Small Scale Projects (SSP) 2027

Small Scale Projects are instruments of the development cooperation of the Czech Republic. SSP are identified by the respective Embassies of the Czech Republic (through applications submitted by potential implementers) and approved by headquarters of the Ministry of Foreign Affairs (MFA). Through the SSP, the Czech Republic supports SSP carried out directly by local stakeholders in accordance with the beneficiary country’s national development priorities.

All projects should be in accordance with the national development strategy. One of the crucial conditions is a project sustainability (meaning the project would be able to run in the future without further financial support). The SSP should also contribute to increasing the visibility of the Czech Republic in Lebanon.

The cooperation with Czech subjects during the project implementation is desirable (e.g. purchase of Czech products, usage of Czech know-how etc.).

Tangible assets of the project should be marked with a logo of the Czech Aid or Czech Ministry of Foreign Affairs. In case of project’s intangible assets, it is always necessary to mention the financial support of the Czech development cooperation.

FUNDING

Czech financial contribution for each project ranges between 250,000 CZK to maximum limit 500,000 CZK (in USD according to the exchange rate set by the Czech Embassy in an Identification Form).

Co-financing from other sources is arbitrary and desirable (in case of co-funding, the applicant is requested to fill additional funds from other donors into the project budget overview in the Identification Form). The funds from the Czech Republic shall be used on the implementation of the main project goal and should be handled in effective manner. In line with this, the support costs (costs necessary for the preparation, management or administration of the project must not exceed 8 % of the project’s total costs).

The financial amount approved for the implementation of the selected SSP will be in Czech currency (CZK). This amount will be binding for the conversion into USD (following the official exchange rate set in an Identification Form)). The approved CZK amount is final and cannot be changed. It is necessary to take this into account during project and budget planning.

The transfer of funds between items in the approved Identification Form must be justified in writing to Embassy and described in the Final Report.

WHO CAN APPLY

Implementer of the SSP is a local subject with legal status in Lebanon. The implementer must be authorized to receive funds from Czech foreign development cooperation.

The implementer cannot be a central body of state administration, a political party or movement, or a subject that would make a profit from the funds provided. The implementer can be, for example, an educational, health, social or cultural institution, a non-governmental non-profit organization, a cooperative, a territorial administrative unit, or another, publicly beneficial organization.

Implementer must be eligible to sign contract with MFA CZ; thus, the contract would fall under jurisdiction of Czech law and Czech courts.

TERMS AND CONDITIONS

Interested entities should submit their applications to the Embassy of the Czech Republic in Beirut no later than Friday, October 30, 2026.

Submitted proposals can be changed based on the notice from the Embassy until the deadline set by the Embassy.

Successful applicants should sign the contract with the Embassy of the Czech Republic in Beirut (the applicant must be eligible to sign a contract with foreign entity/donor).

Implementation of the project can begin only after signing the contract. The contract amongst others specifies the time deadline for submission of the Final Report and all relevant financial documents to the Embassy of the Czech Republic.

Project implementation must not exceed 31th October 2027 (beginning of project activities is expected in February 2027). The funds provided that were not used for the implementation of the SSP, including the unspent exchange rate reserve, must be returned by the implementer immediately after the project is completed, but no later than 25th October 2027.

The project implementer is obliged to submit a written Final Report on the implementation of the project, a Financial Report on the budget utilization, a complete statement from the project accounting and photo documentation of the marked project outputs to the Embassy no later than one month after the project is completed, but no later than November 15, 2027.

HOW TO APPLY

All applications for the Small Scale Projects funding must contain:

• Completed Identification Form (available for download below)
• Copy of the document proving the applicant’s legal status (e. g. founding charter, license)
• Copy of the authorization of the signed person to act on the applicant’s behalf.
• All documents must be submitted in Czech or English languages

All applications must be sent to the Embassy of the Czech Republic in Beirut either in electronic or in paper form no later than October 30, 2026.

The electronic form must be sent to the address: Beirut@mzv.gov.cz and maria.rizk@mzv.gov.cz (in copy to frantisek.jirasek@mzv.gov.cz). Please, mention “SSP 2027” in the subject of the email.

The paper form (hard copy) needs to be delivered in a sealed envelope to the Embassy of the Czech Republic in Beirut, P. O. Box 40 195, Baabda, 21007, Mount Lebanon, Republic of Lebanon.

Only complete applications submitted in line with these instructions will be admitted for evaluation.
