Cesky Telecom - CTO reportedly pushes for decrease of net regulated prices

    The Czech Telecommunications Office (CTO) reportedly pushes Cesky Telecom to lower its regulated prices adjusted for VAT changes, Reuters cited a source close to CTO. Telecommunications services will be moved to the higher 22% bracket from the current 5% bracket. Based on the CTO calculations, average price increase of Cesky Telecom would be 15.8%.
    Although the negotiations on price changes for the next year are not finished, the news seems neutral for Cesky Telecom. 1) Cesky Telecom earlier warned that it would have to account for one-off impairment charge if it is not allowed to raise monthly fees, which would put the company into a loss in 2003. Nevertheless, this is non-cash transaction, which has no impact on the company’s cash-flows. 2) VAT increase will have negative impact on already weak demand for the telecommunications services. 3) lower VAT adjusted prices would have negative effect on the company’s margins, which will put pressure productivity if the demand for fixed lines remains weak.
