This initiative is part of the Commission’s mandate under Article 46 of the Digital Services Act (DSA) to encourage the development of such codes at the EU level.

The workshops will bring together a diverse range of stakeholders, including online platform providers, advertisers, and civil society organizations, to share their experiences and insights on the benefits of codes of conduct in online advertising. The discussions will focus on transparency related to data, ad placement, and business users, as well as on tackling malicious use of advertising systems.

Article 46 DSA tasks the Commission with encouraging and facilitating the drawing up of voluntary codes of conduct for online advertising at Union level, building on the existing binding provisions on advertising in the DSA. This provision is an important part of the DSA's efforts to promote a safe and trustworthy online environment.
